Consumption card for residential and non-residential buildings

In principle, property owners whose property has at least 5 residential units or was built after 1977 can apply for the consumption certificate. As is so often the case, there is an exception here as well: Consumption cards can also be issued for properties that were built before 1977 if modernization or renovation work was carried out in accordance with the Thermal Insulation Ordinance of 1977. To do this, you must submit a certificate from an architect / energy consultant / civil engineer confirming that the 1977 thermal insulation ordinance has been met.

Energy performance certificate for real estate

The energy certificate is a multi-page document that evaluates real estate energetically by calculating the energy efficiency of the property. Since this calculation is based on standardized calculation methods, the energy pass offers potential buyers and tenants the opportunity to compare the energy consumption of real estate and to calculate the associated costs. For homeowners, the energy certificate has the advantage of being able to see the current energy status of your property and, if necessary, to carry out modernization measures in order to optimize energy efficiency. Modernization measures, such as the replacement of heating systems or the insulation of external walls, should be carried out if there are energetic deficiencies, which are indicated by the red area of the color scale. The possession of an energy certificate has been mandatory since October 1st, 2008. This means that owners who want to sell or rent out their property not only have to provide the energy performance certificate when placing the advertisement on the Internet, but also have to have them to hand when viewing the property. Caution: If the owner does not present the energy certificate when selling or renting a property, this can be punished with a fine of up to 15,000 euros. It should also be noted that there are two types of energy performance certificate: the requirement certificate and the consumption certificate. Both certificates are valid for 10 years and can be reissued if renovation work and renovation measures change the energy status of a property.

Consumption certificate - the evaluation of the energy consumption behavior

When creating the consumption certificate, the energy consumption of the building occupants is the decisive factor. The actual amount of energy consumed for heating and hot water preparation in the past three years in kilowatt hours per year and square meter is used as the basis for the calculation. The result in the consumption certificate is thus primarily influenced by the individual usage behavior of the building residents. For example, a low energy consumption in the last three years of a property that has been poorly rated in terms of energy can still receive a good energy certificate. Since most residents have an individual energy consumption behavior and this forms the basis for determining the consumption certificate, in contrast to the requirement certificate, only limited statements can be made about the future energy consumption of the property. The consumption certificate is therefore less informative than the requirement certificate. Attention: The following conditions must be met in order to determine the consumption certificate. The building application must have been submitted after 1977, except in the case of a modernization of the building according to the first thermal insulation ordinance from 1977.
